Announcement of the State Administration for Market Regulation on Issues Concerning the Implementation of Compulsory Product Certification Management for Commercial Gas Burning Appliances and Other Products No. 13, 2024 To further strengthen the supervision of product quality and safety, and in accordance with the provisions of the Regulations of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to implement Compulsory Product Certification (hereinafter referred to as CCC Certification) management for products including commercial gas burning appliances, and to revert to third-party evaluation for CCC certification of low-voltage electrical components. The specific requirements are announced as follows: **I. Implementation of CCC Certification Management CCC certification management shall be implemented for the following products: commercial gas burning appliances, flame retardant wires and cables, electronic toilet seats, electric bicycle rider helmets, combustible gas detection and alarm products, water-based interior wall coatings, explosion-proof luminaires and control devices (for product descriptions and definitions, see the attachment). (1) Starting from May 1, 2025, electric bicycle rider helmets and explosion-proof luminaires and control devices listed in the CCC certification catalog must obtain CCC certification and bear the CCC mark before they can be manufactured, sold, imported, or used in other business activities. Starting from May 1, 2024, designated certification bodies shall begin accepting applications for CCC certification. The relevant certification and testing work shall be undertaken by certification bodies and laboratories currently designated with the specified scope for motorcycle rider helmets and explosion-proof electrical equipment, respectively. (2) Starting from July 1, 2025, commercial gas burning appliances, flame retardant wires and cables, electronic toilet seats, combustible gas detection and alarm products, and water-based interior wall coatings listed in the CCC certification catalog must obtain CCC certification and bear the CCC mark before they can be manufactured, sold, imported, or used in other business activities. Starting from July 1, 2024, designated certification bodies shall begin accepting applications for CCC certification. The relevant certification work shall be undertaken by certification bodies currently designated with the corresponding product category scope. Laboratories will be designated separately. II. Reversion to Third-Party Evaluation for CCC Certification of Low-Voltage Electrical Components (1) Starting from November 1, 2024, low-voltage electrical components must obtain CCC certification certificates and bear the CCC mark before they can be manufactured, sold, imported, or used in other business activities. Starting from May 1, 2024, designated certification bodies shall begin accepting applications for CCC certification for low-voltage electrical components. The "Compulsory Certification Product Conformity Self-Declaration Information Reporting System" (hereinafter referred to as the System) will no longer generate self-declarations. For those holding valid CCC self-declarations for low-voltage electrical components, designated certification bodies shall directly issue CCC certification certificates, ensuring certification validity through post-certification supervision. Enterprises holding valid CCC self-declarations must complete the conversion to CCC certification certificates before November 1, 2024, and promptly cancel the corresponding self-declarations; for products already manufactured and no longer in production, conversion is not required. After November 1, 2024, the CCC self-declarations for low-voltage electrical components in the System will be uniformly cancelled. (2) The designated business scopes for low-voltage electrical components of the four certification bodies cancelled by the Announcement of the State Administration for Market Regulation on Adjusting and Improving the Compulsory Product Certification Catalog and Implementation Requirements(Announcement No. 44 of 2019) are reinstated. These bodies are: China Quality Certification Centre; China Fangyuan Mark Certification Group Co., Ltd.; Guangdong Quality Testing Zhongcheng Certification Co., Ltd.; and Shanghai Tianwei Certification Technology Co., Ltd. Testing work shall continue to be undertaken by the currently designated laboratories for CCC certification of low-voltage electrical components. **III. Certification Implementation Rules Designated certification bodies shall formulate detailed certification implementation rules based on the general CCC certification rules and the corresponding product-specific CCC certification implementation rules, and shall file them with the Certification Supervision Department of the State Administration for Market Regulation before commencing certification work. IV. Facilitation of Certification Designated certification bodies and laboratories shall, under the premise of controllable certification risks and ensuring certification quality, actively adopt existing conformity assessment results to reduce the burden on enterprises and facilitate their acquisition of certification.
